Movie name ?

I saw a movie in the 1990s maybe 1992 or something about a gang in the desert and a guy who fights them (not mad max) it starts with the guy in a stick fight surronded by alot of gang members and he wins and his sister is with him and they drove of .later his sister is kidnapped by a gang leader and he rapes her then makes drug addict and later kills her so the guy revenges for his sister also there is another girl with her father in an old car chased by gang members when the the guy abears and helps them and there is another girl who is the heroine
