Men/creatures in black

The movie has a scene where time freezes. Most people are asleep when this happens. Some people are awake and told to pretend or they will disappear. As everyone is frozen these men/creatures dressed in long black coats and shaved head, super pale skin go around rearranging. People and their lives. One guy runs and they chase him.
