About a movie of Steven Seagal

Hi guys, thanks for your notice. I wanna ask about Steven Seagal’s movie. I remember some details about the movie. Seagal played a cop, he with his team was tracking a case about a serial murder on genteel class. The killer in this movie is a hitman (bald hitman). i remember beginning of the movie is that bald hitman went to underground match between fighter like UFC fights. He had joined a match and said something like not to hit his face to his competitor. he won and made notice to a rich girl. After the match he went to her house with her and they made sex, he tied her wrist on headboard and kill her then he cut off all her fingers. Then Seagal as a cop with his team came on the scene. in one of scenes, I remember the hitman swam upward in human-fit pipe to kill a man. That is all i can remember about the movie. this movie is not so old with its quality. i guess it is from 2014 to 2018, not sure. My English is not quite good. I hope readers can understand.
