Scene: Feds drops off a skinny guy in a van while he is chained up, so that he can appear a bad ass

movie where there is a scene where a harmless looking skinny guy try to appear a tough guy with help of police or feds. Police drops him off in front of his college campus or someplace like that, in a van. When police brings him he is restrained Hannibal Lecter Style, with chains and all. I don’t remember anything other than this scene. I think he helps the feds with an investigation or something, so they do this for him as a favor.
