Fantasy/adventure movie, late 90’s?

I remember watching a movie, when I was a kid in the late 90’s.. but I don’t think it was new at the time. There was a scene where the main character, a young girl, is captured and placed into a tea bag. As the villain lowers the tea bag to the boiling water, another character (twins? maybe fairies?) magically switch places with her and are boiled instead.
Horrifying, yes. I haven’t come across it again in 20 years.
