There is an orphanage , group of people in the orphange starts separating kids based on how they will be used for a particular work ….. We see a red-haired girl , she is separated from the rest because of her hair , they decide to cut and use her hair ( this is the only part I got to see , it’s an animated movie .)

Good Morning. Although I was afraid this might not be “the one”, let me tell you how I derived at it.
Madeline lives at a boarding school, not an orphanage. However, this particular movie is different in that she is taken to work with other girls from an orphanage that are assigned different jobs. They needed black ribbon so they cut one girls black hair, and then they needed red ribbon…
Nonsensical and cute but fitting to your storyline. However, still looking for you. 🙂
