I remember this movie from when I was a kid . It was probably made early or mid-2000s but it could have been earlier. It had two young children as the main characters. They were a girl and boy siblings who had some kind of power. I think the boy could hear really well but I don’t fully remember. I know that they get some kind of unknown or alien device and accidentally cause a big power outage in their city. Somehow they end up running from the government and I think there is something about a looking glass.
