Name of the Movie about a boy (ghost)

I only remember something about a men who must break a curse or something like that ..
it was about a little boy who had a blindfold on and he was killing people(or drowning them) I am not really sure but something with water
and in the end that men found out that the little boy drowned while playing hide n seek with his friends .

Thats all I can remember but I know the movie was made in the 2000s
