They get taken to an amusement park by the villains and they have to escape. There is also a bagpipe ghost. My family is searching for it but no one can find it. The blue dragon is reluctant to have a little sister, but he comes around eventually.

I know it’s probably around at least 10 years old, but not sure. I was really young when I watched.
