80’s or 90’s movie about a world without any oil products

Hello,

Since a couple of months I’m searching for a Sifi-movie.
It should be a 80’s or 90’s movie, about a world where all oil and oil products has been eaten by man made bacteria.
The only thing I remember about the movie, is a bunch of bandits that rolling down a hill with bikes without tires to rob a carriage.
