80s or 90s kids fantasy movie

Hi, does anyone know an old fantasy kids movies (from the 80s or 90s) about this girl who goes to a fantasy world where she is in a witches tower with other girls who are turned into roses/flowers on the tower walls. She eventually escapes then finds herself in a beautiful castle then later on she and her friends are attacked by bandits in a forest. I think she was dreaming up the whole fantasy adventure. I watched it as a kid a few decades ago so I may not accurately give the events above in a chronological manner. I’ll appreciate all the assistance I can get
