1970’s-ish Rear Window Type Movie on a Skyscraper

Hi folks, this has been bugging me for decades!!!

It is a movie that I remember watching as a child, on late night TV, probably in the 70’s or 1983 at the most.

The memory is very fuzzy. A guy watches a girl on the building across the street with a telescope or a pair of binoculars, then stuff happens. I do not really remember the plot, so I do not want to mislead you. I do remember that at least one of the buildings was a “modern” high-rise (steel and glass). Those are the two things that stuck in my memory from all those years ago: (1) guy with telescope/binoculars watching girl, and (2) modern glass high-rise.

Not Rear Window, Through Naked Eyes, Someone’s Watching Me, or Body Double.

I have searched all over and asked many people. So far nothing.
