An 80’s (probably) movie about identity switch behind iron curtain

This is a movie I watched in 90, 91 on TV. So it must be late 80’s, I think.

A western woman’s identity was stolen to use it for a spy. She might be in one of the iron curtain countries. She’s put in an asylum and she can’t prove her identity.
