I have been wracking my brain for days – tried lots of other search sites. I would say this movie was made in the 80’s or 90’s. I remember the opening scene this teenage girl is escorted home by police, parents have had enough so they send her to an island on a barge (I think) to live with a woman. She starts off all hostile towards the woman but ends up forming this great friendship and it turns out the woman is her biological mother (comes out after the girl finds a photograph or something. I remember she puts a fish hook/lure in her ear as an earring and it gets infected. She has dark short hair.
