80s or 90s horror film where brother is kept locked in a basement of some sort

There’s an old horror movie I saw as a kid where a sister locked her brother away in the basement I think. He either ate his tongue or had it cut off by the sister. She dies I think and he eventually escapes to terrorize the new owners of the house.
