A film that ends with a scientist creating air from water

In the movie the earth atmosphere is poisoned and the air is supplied by tall chimneys to the upper atmosphere. These chimneys are controlled by corporations who charge for air. During the movie the corporations try to kill (I think) a scientist who can create breathable air from water, hence taking the power away from corporations. Hmmm, cannot remember much more…
