2000’s live action kids movie about a girl saving the world from becoming black and white

I vaguely remember this movie I used to watch when I was a kid after 2007 (I remember because I used to watch Bridge to Terabithia) , it was an obscure children’s movie from before the 2010’s, It was about a blonde girl with short hair and I don’t remember much of the plot except that the villain (i believe it was a man with a top hat) wanted to drain the world from colors, so the scenes went from full color to black and white, and i specifically remember this scene where the girl is holding a peach and this one starts to become black and white.
The girl might or might have not had rainbow powers. And I remember there were scenes in gardens.
The movie was Live action.
