American drama around 90s! Title same meaning as the proverb “Even heroes fall for beauties”.

I watched this movie many years ago. Since we do not speak English in our country, the movie I watched is a dubbed version with a translation title. The name of title is the same meaning as the proverb “Even heroes fall for beauties”.

As I recall, it is a low budget flim， maybe a B film. The plot is about a detective investigating a crime case where he meets a girl that involved. I believe it can be classified as drama, with crime and bit thriller factor, some R rated scene.

I believe the MOST HELPFUL TIP is that (as I remember) at the beginning, there is a scene shows a toy ship is floating on the river/lake, and a rope is tied on it, on the other end there is a human hand tied on it, depicting the crime.
