1980s-1990s American science fiction movie about a vicious woman who flies in a globe-shaped cabin

I’m sure it’s an American science fiction movie. I watched it in the 1990s (1993-1999).
It’s about a vicious woman who does bad things. She has a small globe-shaped thing that is as small as a key ring. When she needs some means of transport, the globe-shaped thing will rotate swiftly on her hand and then becomes much much bigger so she can get inside, then it can fly to anywhere she likes.
