1980s action maybe sci-fi movie

I saw a movie with a bunch of Cub Scout troops in the early 1980’s I remember a crime fighting guy/group that lived on the top of a skyscraper, seems like he meditated or did yoga (eastern culture was popular to co-op at the time) and most memorable he had a falcon or some other bird of prey. For years I remember it being called “Maltese Falcon” which not correct obviously, I’ve looked for this damn movie on and off for 30 years
