A kind of rip off of The Warriors, where a gang was accused of killing a leader of some importance, and other gangs were then after them.. I think it was set in a post apocalyptic world, where the gang had to reach a certain level in a depleted high rise building, it had a sci-fi element where each member had a limited special power, think they called it “chi” or something similar,. It was a B movie with no big stars as I recall
