Bones in trunk! Horror – 90s

I saw parts of this movie in either 98 or 99, I’m not sure if it was new at the time.
Main character moves to a new town and meets other residents. The antagonist is being introduced by a younger male and he opens a screen door to shake hands with the main character, and when the protagonist pulls away, his hand is covered in blood. Antagonist is very standoffish and excuses it as part of his trade. My child self remembers the antagonist being of asian descent.
The later part of the movie showed the trunk of the antagonists car being opened and bloody bones filling the back.

I’m 90% sure it’s not The Burbs lol. It doesn’t have the same feel and the characters are not familiar. Please help prove me right!
