Asian crime film from the 2000s that ends with two characters in a rowboat

Hi, I’m looking for an asian crime film that I saw years ago. I think it was about some youths escaping China or maybe Japan, and there’s a scene where one of them is dying while they’re in a car and he’s talking about a child-hood memory of ice cream. In the final scene, we see two characters (who I think are dead) paddling in a rowboat. Thanks for any help.
