Late 90s early 2000s kids movie

Hi.
I’m trying to find a late 90s perhaps early 2000s kids movie.
Not too sure about the plot. But there’s a scene where kids use a remote control car with a camera on it.
The kids have a little shed where they meet up and have a water balloon fight with ‘enemy kid group’.
During the water balloon fight one kid says “One down, three to go”.

It’s not The Goonies, it’s not any Home Alone movie.
Desperately trying to find the title.
