Guy lives in a bunk house that stretches to the sky

I’m pretty sure it’s a movie. Everyone who is living in this giant bunk house is poor. You have to climb a super tall ladder to get up to your bed. You want to be on the bottom bunk. The guy eventually moves out and frames someone he doesn’t like by stealing a pocket watch and hiding it in someone else’s bed.
