Late 80s, early 90s low budget kids chalk drawing on wall

I am looking for a movie that we borrowed on VHS tape in the late 80s or early 90s. It seemed like a low budget production and we enjoyed it the same time we watched the movie peanut butter solution. Similar kind of quality. It was about a child around the age of nine or so who was playing alone near a crumbling concrete or Gray bricked building. Something like a large shed or the back of a garage and the walls were starting to crumble and the windows were missing. The child was drawing on the walls with chalk of some sort and things started to come to life and create an alternate universe. It is not Harold and the purple crayon, it is not Simon and it is not Pan’s labyrinth.
