Looking for a movie about neighbours and one pedophile.

I am looking for the name of the movie with this plot:
Some neighbours in an American or British suburb are interacting with each other. The movie starts with a woman going into a park with a baby (there are some mothers with babies there) and she kisses a man she does not know. There is also one neighbour spreading leaflets to warn about a pedophile in their neighbourhood. The pedophile is living with his mother and this mother dies when one neighbour confronts them. In the end the pedophile cuts of his balls and the accusing neighbour helps him.
