There’s a cartoon movie from the 1970s-90s that involves an elf queen/warrior who is accompanied by gnomes/little believes. there’s a scene where she drowns, but she’s later brought back to life when another gnome/elf relives her drowning and a magic toad/frog brings her back. the animation style is similar to The Last Unicorn.
