Late 80s or 90s (maybe a b movie) movie about black teens i watched years ago.

I remember a scene of this movie in which a black teen enters the room of his friend and find him question himself if he ‘d rather shoot a thin sole shoe with an uzi or a thick sole shoe with a magnum. It’s a very small detail but it has stuck in my mind all this years and i can’t find this quote anywhere.
