80s action movie guy flicks bullet with finger….

Ok, I saw this movie back in 83 or so on VHS. I remember it seemed like a squad based type action martial arts film. I only remember 2 scenes, one a guy flicks a bullet away in mid air and seems in another a dude holds down a helicopter from lifting. I think they wore red and black costumes. Keep in mind the only thing I’m sure of is a guy flicks a bullet with his finger. Thanks.
