Old VHS era action movie, lots of gadgets, stunts

Hey there
Looking for a movie title – it was probably 70s or 80s movie. The main character used a lot of weird gadgets, typically wore a white suit.
I remember one scene where he was running away, jumped off some bridge (or something) and while under water he used a mini mouth scuba tank to breathe.
The movie had lots of stunts, chases and had that Jackie Chan movies vibe to it.
