15 years and still no luck

Hello everyone,
For about 15 years I’ve had a movie stuck in my head, I don’t remember an actor or title but I do have a few pieces of information that will help.
Things I remember:
1. The presence of drug use (possibly in youth culture), in a metropolitan area.
2. The most clear scene I can remember is a character rolling a coin through their fingers (knuckle rolling).
3. I believe there was a scene in a train station.
