80’s/90’s kids movie with green slaves

Hi, I don’t remember much, but it was a fantasy film with some powerful, magical class ruling over a race of green goblin people. If the goblins did something wrong the rulers would suck out their life somehow. I vaguely remember green smoke coming out of the goblins mouths, that could be reversed. Any ideas? Thanks
